IDPNC Implementation

The IDPNC web site was developed (see background to the IDPNC) to improve access to IDP planning data in South Africa.  In order to achieve this aim, all South African National and Provincial Departments as well as all municipalities need to be able to both add and retrieve data from the IDPNC.  

All internet users are able to access information on the IDPNC.  The type of data available to users depends on that users permissions. Between June 2004 an 30 March 2006, some 28801 visitors have viewed 1358096 pages of information and downloaded 21151 documents related to IDP planning in South Africa on the IDPNC web site.

Accessing information over the internet is a relatively simple exercise, submitting suitable planning data over the internet requires knowledge, resources and process.  Officials require knowledge of the system, its aims and objectives and their role as an integral part of the system.  Organisations need to assign roles and responsibilities, budget human resource time for training and handling the data.  In addition new processes are required to administer the resource base and IDPNC data flow requirements.

Over the past year the Department Provincial and Local Government has embarked on an IDPNC implementation phase. The phase aims to:

  1. Inform government officials about the aims and objectives of the IDPNC as well as the organisations role as part of the system..
  2. Obtain support and buy-in from organisations.
  3. Train officials as organisational administrators (OA) to implement and administer the IDPNC in their organisation (see a list of OA's on the system).
  4. Capture organisational planning data on-line.

The IDPNC implementation phase includes all provinces and is scheduled to end 30 April 2006.  The phases primary focus is on District Municipalities. 

The maps below provide an indication of 1) those District and Local Municipalities with a registered organisational administrator on the web site and 2) those organisations with strategic planning and project data on the web site as at 11 January 2006. (Please note: Organisation Administrators who have not received training are not reflected on the map and; certain data captured off-line is not yet visible on the Web Site).
