The e-Library carries a large amount of information derived from, and in support of, the IDP process. The following sub-sections are available within the e-Library.

News and Articles

Current news and articles of interest.  Articles relate to intergovernmental planning, the IDPNC or associated topics relating to the first two categories. Articles are carried both on the home page and e-Library.

IDPNC Background

The IDPNC Background contains relevant information on IDPNC registration, management, acknowledgements, frequently asked questions (FAQ's), products and services and the IDPNC copyright and disclaimer.

National Spatial Development Perspective (NSDP)

A full copy of the draft National Spatial Development Perspective (NSDP) undertaken for Cabinet by the Co-ordination and Implementation Unit (CIU) in the Executive Deputy President's Office (now the Policy Co-ordination and Advisory Services (PCAS) in the Presidency). The unit was tasked to look at the spatial implications of government infrastructure and development programmes. PCAS launched a project to analyse the spatial impact of existing infrastructure and development programmes and to recommend mechanisms aimed at ensuring better alignment between infrastructure investment and development programmes than is presently the case. The key output of this project is the conceptualisation of the national space economy as defined by the Categories of Development Potential.

Provincial Growth and Development Strategies (PGDS)

PGDS typically contain an indication of the various development potential in the province broken down to a district level, the province's proposed economic growth trajectory and an indication of the sectors and the areas of comparative advantage in which the province plans to invest. Prepared within the ambit of cooperative government the PGDS, in much the same way as the IDP, provides an arena for intergovernmental debate regarding the implications of other strategies and plans in government. It also enables the three spheres to not only be involved in the preparation of the PGDS, but also to align infrastructure investment and development spending decisions, such as those captured in the IDPs and sector plans, to link these to budgets, and to collectively play a part in their implementation.

Strategic Plans

Current national and provincial departmental strategic planning documents have been included as an important guide for municipal planners. These strategic plans provide municipalities with insight to national and provincial intent, as encapsulated in their departmental strategies, frameworks, and business plans and in doing so, increase the synergy between the strategic planning efforts of national and provincial departments and municipal IDP.

Spatial Frameworks

Spatial Development Frameworks (SDF) form an integral part of the municipal IDP. SDFs are increasingly being used by spheres of government as an important tool to direct, coordinate and guide decision making actions over the medium to long term.  This section includes national and provincial spatial development frameworks. Municipal Spatial Development Frameworks can be found under Municipal IDPs.

 

Sector Plans

This part of the IDPNC provides access to the sector plans of several national and provincial line departments.

Municipal IDP’s

Access digital Integrated Development Planning (IDP) documents obtained from South African Metropolitan, District and Local Municipalities. IDP documents form the tangible business plan of municipalities, mapping out their intentions.

 

Legislation

Legislation has been made available to assist municipalities in their efforts to secure those pieces of policy and legislation applicable to the IDP process. This part of the e-Library does not replace the services provided by similar government websites such as Government Online at http://www.gov.za or http://www.dplg.gov.za but rather aims to strengthen these existing initiatives.

The primary objective of providing legislation in the IDPNC is to decrease the users search time in identifying and obtaining the majority of policy and legislation which affect IDPs by making it available in a centralised location. Documentation has been collected from a number of government sources. All documents have been converted to the Adobe Portable Document Format (PDF). Most of the PDF documents have been indexed, enabling users to browse for key sections within the document.  

Please note that the IDPNC makes no claim as to the completeness of this list of legislation. It is up to the user to make sure that they comply with relevant legislation.

Guides

Guides are included in the e-library to help municipalities bridge the gap between policies and operational practice. The guides included in this section help reduce the complexity of the IDP and related planning processes by providing ready-to-use tools, reducing the need for users to prepare their own material from scratch.

The guides cover a range of processes, including; Integrated Development Planning (IDP), Municipal Budgeting, Consolidated Municipal Infrastructure Programme (CMIP), Local Economic Development (LED), Public-Private-Partnerships (PPP), Performance Management and Water Services Development Planning (WSDP).

 

General Reports

This section contains documents and other items of interest which relate to the general theme of the IDPNC but do not fit into any of the existing e-Library categories.  These documents may be re-categorised at a later date or placed into new categories when sufficient material is available.

 

Intergovernmental Planning Forum (IGP)

The intergovernmental nature of the IDP Nerve Centre (IDPNC) necessitates a more permanent forum where all the spheres will feel that they are sufficiently represented and where they can express any reservations or views they might have with regard to the strategic direction of the IDP Nerve Centre. In this regard it was decided to establish an Inter-governmental Planning Forum (IGP Forum). The IGP Forum is a non-technical committee of senior officials and executives representing all three spheres of government to oversee amongst other things the implementation, maintenance and subsequent enhancement of the IDP Nerve Centre as a tool to support intergovernmental planning. The Forum is supported by various Task Teams of which the IDP Nerve Centre is one. Some of the other Task Teams are:

 

Planning and Implementation Management Support System (PIMSS)

The PIMS-Centres are strategic support units accountable to the municipalities they serve. PIMS Centres are one of the mechanisms which the dplg and provincial departments responsible for local government use to provide hands-on IDP planning and implementation management support to municipalities. The PIMS-centres were launched in 2001 and have since been established in 46 district municipalities throughout South Africa.

This folder of the e-Library contains documents and other items of interest which relate to the PIMSS. 

IDP/PGDS/NSDP Alignment Project

The Policy Coordination and Advisory Services (PCAS) unit in the Presidency has been tasked to give effect to the mandate and decision arising from the Cabinet and the State of the Nation Address. To this end the PCAS has launched a project to identify the key interventions necessary to link the IDPs, PGDSs and the NSDP and the development of a workable and effective system of alignment and harmonisation among these instruments.
